A graduate of the Ecole Normale Supérieure and a mining engineer, he was a deputy director at the Quai d'Orsay, where, in 1990, he launched an initiative for dialogue between oil-consuming and oil-producing countries, which has since become the International Energy Forum. In 1991, he founded IdVectoR in France, and developed a regulated business investing in science and technology in Europe (IdVectoR Capital).
