An engineer, he was chief of staff to Fleur Pellerin (French Minister for SMEs, Innovation and the Digital Economy) and Chairman of Arcep (the French regulatory authority for electronic communications, post and press distribution). At European level, he chaired BEREC (the agency for telecoms regulators) and put forward proposals on the regulation of Big Tech. In 2021, he became CEO of the IGN (reference public operator for geographic and forest information in France), where he is developing a strategy on mapping the anthropocene and the commons. At the end of 2023, he was appointed to chair the ‘Information space and technological innovation’ group of the États généraux de l'information, one of whose major conclusions was the need for algorithmic pluralism. In his book, Un avenir pour le service public (A future for public service), Sébastien Soriano proposes the advent of a ‘networked state’ to adress the ecological, digital and democratic wave.
