Today, innovation is presented everywhere as the preferred solution for preserving industrial activity in France and for fighting relocation. The working hypothesis is that as a result of innovation, products will become more sophisticated and assume greater value. But is there really a connection between investment in R&D and increases in added value ? Do the attempts to increase the amount of R&D have a significant impact on competition, and if so, how ? Is it possible to relocate R&D work, and if so, to what extent can it really benefit countries to which it goes ?
