Training staff managers or training to staff management ?

Dimitri Weiss has been working for 30 years as teacher of staff management for senior managers at the IAE (Institut d’Administration des Affaires) of the Paris University 1 where he founded the final exam DESS “ Advanced staff management and employment relations”. He is presenting here an account of his work. With this 30 years passing of time, he is fully entitled to describe how the syllabus of that teaching evolved. At the beginning it consisted chiefly of work legislation, now every managing problem of the whole organization regarding staff management has been incorporated. That development began to take place in the early seventies when management changes appeared in the companies. Since the student’s profile has changed too, the question is : what should be now the aim of a staff management teaching, training either managers or employees ?
