Bringing in civil servants from various places and of different grades (regional levels or state officials from various ministries, and so on) under the authority of a single employer, administrations in the département have had to make their own rules regarding work methods, based on past experience, and also by looking for new solutions in order to overcome existing contradictions. The département of Seine-Saint-Denis adopted this method in its efforts to be open, respecting status, and clarifying each role (in administration, unions, joint organisations and as agents). The result has been a reform of the indemnity system, a clearer organisation of the hierarchy and the use of high-performance communication tools.
