National Education: why reform the "movement"?

Elisabeth Arnold looks after central administration personnel mobility, which accounts for four thousand people and allows a more flexible, individual management. "Sorting livestock" on the one hand and appointments by mutual agreement with no salary scale on the other require a different method. Is the large number of personnel involved the only obstacle to the implementation of proper management of human resources ?
