The Covid-19 crisis, with its lack of masks, tests and vaccines, was a brutal reminder of the importance of logistics. This problem seems to be due to an incomplete understanding of logistics by the French government, which perceives it as a simple execution function – according to the famous adage “l'intendance suivra” (“the logistics will catch up”) – instead of a key element that should be integrated into the development of strategies at a very early stage. France also suffers from insufficient coordination of public and private logistics players, as well as of central decision-making bodies and local levels. Yet logistics is a decisive lever for the economic dynamisation of territories, the competitiveness of companies, and also for the response to environmental issues.
